Introduction

The Integrated Regional Strategy (IRS) Framework draws together the key issues and challenges for the East Midlands, providing the overarching picture of what is happening in the region.

The vision, priorities and sustainable development objectives form the basis of the IRS Framework, ensuring that the wide ranging strategies and action plans developed across the region are integrated and compatible. The social, economic and environmental strategies and plans are supported by a growing evidence base such as the data available in the State of the Region report, and by governance and delivery structures that incorporate the wishes and needs of local communities.

Whilst linkages and impacts of one area upon another are widely recognised, it is not always easy to identify them in a comprehensive way. To help address this, the IRS Framework includes the East Midlands Integrated Toolkit (EMIT) and the State of the Region. EMIT is an awareness raising and appraisal toolkit – it assists policy makers and project managers to develop policy and projects that contribute towards a more sustainable future. The State of the Region monitors quality of life in the region by looking at the change that has occurred in the region's performance.
