Linkages with Other Policy Areas

It is clear that developing and implementing a Regional Freight Strategy cannot be achieved in isolation. The desired outcomes for the Strategy fall largely within the economic and environmental policy areas, whilst many of the drivers of the Strategy originate within land-use planning strategies. This section of the Freight Strategy therefore seeks to identify those linkages and to anticipate where a common approach will give added value. EMRFG will have a key liaison role here.

Regional and local partners will work together to ensure that the Regional
Freight Strategy is supportive of and complements land-use planning, environmental and economic regeneration strategies, and vice-versa.

Location of distribution sector
Encourage, for example through the Regional Spatial Strategy, distribution industry to consider locations:

  • in regeneration areas, such as the Northern Coalfields sub-area, making best use of improving transport infrastructure
  • in areas where best use can be made of existing high quality transport infrastructure
  • having the potential for small-scale local distribution centres

Regional Economic Strategy

Air Transport Planning
East Midlands Regional Assembly to support the sustainable development of air freight and associated activity at Nottingham East Midlands Airport, in accordance with the Government’s White Paper, through input to the Airport’s Master Plan,
through the development of its Surface Access Strategy and through liaison with emda on the implementation of the Airport’s Economic Development Strategy. (See also section 6.)

Skills Shortages
In liaison with the distribution industry, address identifi ed logistics skills shortages (see FTA October 2001 report “Solving the Skills Shortage”) through supporting the industry’s recruitment and retention and training policies, thereby helping to sustain the regional strength in this sector.

Workplace Travel Plans
Through the Regional Spatial Strategy/Regional Transport Strategy and through the work of EMRFG, seek to secure the commitment of transport operators in considering the opportunities for sustainable journey to work patterns for their employees in choosing new site locations. Local Transport Authorities will clearly take the lead in the detailed work. This action supports policies within the Regional Environment Strategy.

Regional Waste Strategy
Ensure that the emerging Regional Waste Strategy is consistent with this Strategy and supports actions to address potential opportunities for carriage of waste by more sustainable modes, in particular through promotion of rail and water transfer terminals.

8.7

Regional Priorities for Non-Energy Minerals
Continue to ensure that the Regional Spatial Strategy supports opportunities to transport a greater proportion of minerals originating in the Region by more sustainable modes. This particularly applies to the Peak District National Park. Policy 37 of RSS8 includes the following:

“Development Plans and future Local Development Frameworks should... identify and safeguard opportunities for the transportation of minerals by rail, water, or pipeline, where appropriate to do so, including the maintenance of existing railhead and wharfage facilities, the provision of new facilities, and the safeguarding of access to them;…”

8.8 Air Quality and Noise
Promote opportunities for the Regional Freight Strategy to help address the policies of the Regional Environment Strategy, and also the Air Quality Strategies (and Air Quality Management Action Areas) established by the regions unitary and district authorities.
