Scrutiny Reviews

EMRA undertakes scrutiny reviews using both ‘panel’ and ‘non-panel’ mechanisms.

Scrutiny Panel Reviews examine a particular aspect of emda or the regions economic performance in depth and report back to the RSB with a report containing a series of recommendations to support positive improvements.

Scrutiny Panels consist of, usually, 5 or 6 specialist members, according to the subject under review, drawn from both inside and outside the Assembly. A Regional Scrutiny Board member usually chairs the Panel. Key stages in a panel’s work usually include research and data analysis, consulting with key stakeholders, discussing emerging issues with representatives of emda, and then drafting a report.

Non Panel Reviews are similar to Panel reviews, except that a lead Scrutiny Board member rather than a whole panel manage them.
