Working in partnership is key to undertaking regional scrutiny. At the regional level, EMRA, GO-EM and emda have agreed the Regional Scrutiny Protocol (150KB PDF) that sets out a shared understanding of the role of scrutiny, how we undertake scrutiny and, importantly, how emda should respond to regional scrutiny and regional scrutiny reviews.
The Scrutiny Protocol stipulates that emda should respond to scrutiny reviews with a Scrutiny Action Plan that details what action emda will take in response to the recommendations, by when and what the intended benefits of each action are. Thereafter the Protocol asks emda to report to the RSB on progress in implementing the Action Plan and then the impact of that implementation, usually six and twelve months after the agreement of the Action Plan.
More widely, the programme of regional scrutiny depends on effective engagement with partners and stakeholders at the regional, sub-regional and local level throughout the region. All scrutiny reviews involve extensive consultation with partners to ensure they are able to influence the development of the final report and recommendations.
The East Midlands Scrutiny Protocol was published January 2006.
