
Review of East Midlands Regional Scrutiny June 2009 Since 2001, the East Midlands Regional Assembly (EMRA) has scrutinised the work of the East Midlands Development Agency (emda) on behalf of the region. Earlier this year the Government confirmed that from April 2010 it no longer intended to fund England’s Regional Assemblies, therefore, as a consequence of this decision the current arrangements for delivering regional scrutiny will come to an end in March 2010. Having delivered regional scrutiny for the past eight years, EMRA commissioned an independent review of its activity to inform the practice and development of public scrutiny. The report highlights many elements of good practice including the constructive approach taken by officers and members, with the ‘no surprises’ and ‘critical friend’ principles, the effective blend of Councillors and stakeholders, and the value of having a Regional Scrutiny Protocol in place. The engagement, experience and expertise of emda, local authorities, Councillors and the many stakeholders across the region remains of real benefit to regional scrutiny during our final year. Renewing Regional Accountability As the Government has recently invited consultation on its proposed reforms of regional governance, including the abolition of Regional Assemblies, the introduction of Regional Ministers and strengthening the roles and responsibilities of Regional Development Agencies, significant thought is now being given to how our democratically elected representatives are able to hold to account those leading the new regional arrangements.
‘Renewing Regional Accountability’ looks back on how Regional Assemblies have held RDAs to account through regional scrutiny since 1998. It considers case studies of good practice by Assemblies from across England and identifies seven principles of good practice to support the development of new regional arrangements. While each region will agree its own arrangements for regional scrutiny and accountability, ‘Renewing Regional Accountability’ will help decision-makers build on the best of the work done by Regional Assemblies to date

Updated Regional Economic Strategy Evidence Base emda is currently in the process of consulting on this updated Evidence Base with stakeholders and has published it as a consultation draft. In particular, the aim is to identify gaps, errors and omissions that can be addressed as this body of work is developed for final publication early in 2010.
