Assembly reviews trade support
The East Midlands needs an ambitious strategy to help its businesses take advantage of opportunities across the world, a new report claims.
East Midlands Regional Assembly has published ‘Harnessing Global Opportunities’, its review of East Midlands Development Agency’s (emda) work with UK Trade and Investment and others to support East Midlands firms to trade internationally.
International trade, particularly exporting, has been highlighted by Government as a crucial to the economic recovery. The East Midlands has a strong trading history and the review makes four
recommendations to build on this and support businesses to take advantage of trading opportunities.
The recommendations are based on extensive research, a survey of exporters and interviews with companies, universities, trade associations, chambers of commerce, local authorities and others from around the region.
Dr Angela Rushton, Chair of EMRA’s regional Scrutiny Board said:
“There are significant international opportunities for businesses in the East Midlands. I hope that our review will encourage more businesses in the East Midlands to take advantage of these opportunities supporting the economic recovery.”

Rail Electrification Report welcomed in the East Midlands and Sheffield City Region
The campaign to electrify the Midland Main Line (MML) received a significant boost from the influential House of Commons Transport Committee which has published its report : Priorities for investment in the railways, Third Report of Session 2009-10, (HC 38), volumes I and II.
A number of Partners across the East Midlands and South Yorkshire including the East Midlands Regional Assembly (EMRA), the South Yorkshire Passenger Transport Executive (SYPTE) and the Sheffield City Region (SCR) all submitted written evidence supporting the electrification of the Midland Main Line running through the East Midlands to Sheffield. These partners working with others including the East Midlands Development Agency (emda) and a number of Local Authorities have also been active in raising the profiles of this investment which could deliver transport, environmental and economic benefits.
In the Transport Committee Select Committee Announcement of Feb 15th 2010 the committee said:
“Further electrification of the network — particularly the Midland Main Line between London and Sheffield — should also be given top priority. Electrified trains can offer economic and environmental benefits, such as faster journey times, more seats, greater reliability, improved air quality and lower carbon emissions than their diesel equivalents. Approximately 40% of the network is currently electrified.”
Councillor David Parsons, Chair of EMRA, said “Our Partners have had several discussions at very high levels on this project which is recognised will bring benefits to all who use the Midland Main Line. In November 2009 we met with The Secretary of State, Lord Adonis, and I noted his interest in long term investment in high speed rail links – but I emphasised that electrifying the Midland Main Line would be a quick win for everybody and complement any future developments.”
Councillor Parsons added: “I am glad that the Select Committee agrees with our Partnership on this project and look forward to work beginning as soon as possible.”
Dr Bryan Jackson, emda’s Chairman, said: “We strongly welcome the recognition by the Transport Select Committee of the potential value and impact of improving the MML. As a key strategic link connecting the East Midlands to London and Yorkshire, and connecting some of the region’s main urban centres to each other, we see its improvement as an essential part of the region’s future economic growth and development”.
David Brown, Director General of SYPTE said: “Building on recent timetabling improvements between Sheffield and London is essential. The business and environmental case for electrification of the route is overwhelming. The SCR is fully supportive of this enhancement and we are delighted that the Transport Select Committee has given its full support to this key development”

Four steps to international trade
The East Midlands Regional Scrutiny Board has endorsed a review of how effectively the East Midlands Development Agency (emda) works with partners, principally UK Trade and Investment, to support firms to trade internationally.
International trade can help local businesses lead the region out of the recession. This review makes four recommendations to boost the international trade support that is offered to firms in the East Midlands.
The review will be published in February 2010 and emda will respond by setting out the actions they will take.

Regional Minister backs rail campaign
East Midlands Minister Phil Hope is backing a campaign to electrify the Midland Main Line, to boost the economy, tackle congestion and protect the environment.
An electric train service from London to the East Midlands and Sheffield could boost the regions’ economies by up to £19 million per year, campaigners will tell a meeting at Westminster next Tuesday (December 15th).
The campaign is led by the East Midlands Regional Assembly, the East Midlands Development Agency (emda), the South Yorkshire Passenger Transport Executive and the Sheffield City Region.
Today, Phil Hope MP, Minister for the East Midlands, said: “It is vital for our region that we electrify the Midland Main Line. It will save money, help cut pollution and bring a vital stimulus for investment.
“We have seen significant growth in the number of people using the line over the last decade, far greater than many of the other major routes awaiting electrification."
“As a champion for the region in Whitehall, I am doing everything I can to work with partners in the East Midlands to ensure that the compelling case for electrification of the Midland Main Line is heard loud and clear in Government.
“This event, on December 15th, is a great opportunity for us to deliver that important message once again.”

Earlier this year, Network Rail studied the feasibility of electrifying all 169 miles of the Midland Main Line from London to Swinton, north of Sheffield. The section between London St Pancras and Bedford is already electrified for London commuter trains.
The study found that the case for electrifying the whole route was “extremely strong”. It said that, if funding was approved now, work to raise bridges could start in 2012 and electrification work could start in 2013. It would enable new electric trains to replace the 30-year-old diesel high speed trains.

Assembly welcomes Space Centre’s boost for region
The Regional Assembly has welcomed the role of the National Space Centre in boosting education and tourism and putting the East Midlands on the map.
Over the last eight years, the Leicester-based National Space Centre has developed a national and international profile. Its chief executive, Chas Bishop, told EMRA’s assembly meeting that, since the venue opened, it has:

East Midlands launches new website to help tackle homelessness
A new website to help tackle homelessness, which will be of great use to both homelessness practitioners and service users in the East Midlands, has been launched.
The website - http://www.emrhf.org.uk/index.asp developed by MWB Consultants is the culmination of several years work to establish a regional wide network of sub regional practitioner groups and action plans. The work originates from the Regional Homelessness Strategy produced and launched in 2007. The work has been supported through the East Midlands Regional Assembly’s (EMRA) Regional Housing Group and is a multi-agency project supported by a wide range of organisations across the region including.
Minister for the East Midlands Phil Hope said: "This website is a forum for local authorities and their partners, in fact anyone involved in preventing homelessness, to share good practice.
"This is a fabulous idea. It could really help organisations work together better to ensure people across the East Midlands are not faced by the devastating prospect of being without a home."
Bob Walder, Chair of the EMRA Regional Housing Group said of the new web- site: “We are very pleased that this has been developed. It will give rapid access to valuable information to our colleagues across the region and across the housing sector and will help promote awareness of important issues and projects here in the East Midlands.”
Shelter regional campaigns manager Krista Blair said: “In order to really tackle homelessness in the East Midlands it is vital that all local partners work together, and we believe that this website will really help us, and the people we seek to help, in our work.”

Northamptonshire Youth MP to take part in the first historic debate in the House of Commons
Release by the East Midlands Regional Assembly on behalf of the UK Youth Parliament
Regarding the East Midlands UK Youth Parliament (UKYP) at the House of Commons on 30th October 2009 .
Members of the Youth Parliament are the first non-MP meeting in the Commons on 30th Oct 09. They will be debating such subjects as Free University Education; Free Transport for the Over 60s but not for Young People; Lowering the Voting Age to 16; and the one Chris is talking to – Youth Crime and how to Tackle It.
Chris Monk , 17, is the Debate Leader nominated by the East Midlands region. He represents the Kettering area. He has attended the UKYP Annual Sitting this year held in the University of Kent. Chris was recently part of a team that took part in a competition to suggest how they saw their area looking by 2031 which forms part of a consultation exercise conducted for East Midlands Regional Assembly (EMRA) by Planning Aid.
Northamptonshire has 4 Members of the Youth Parliament (MYPS) and several Deputy MYPs. Chris has recently been very active at meetings of the whole region helping to refine the Terms of Reference governing how the region functions, among other things.
The debate will be recorded in Hansard; on BBC Parliament channel between 4.30-6pm same day.
UKYP are working closely with Parliamentary Outreach and building on our earlier use of the House of Lords for a similar debating session.
Each of the 9 regions of England have nominated a Lead Debate person who will introduce the topic discussed and highlight the key aspects of the debate prior to any MYP standing up to add further points.
All Lead Debaters have been provided with training for the event.
Members of the Youth Parliament are elected by their peers to the office and have a responsibility to both represent young people’s views and to relay back the conclusions reached. UKYP itself is 9 years old, it’s a charity and has company status as ‘Democracy for Young People’ with admin offices in Shropshire and in London. The East Midlands region comprises MYPs from Derbyshire, Derby City, Rutland, Lincolnshire, Leicestershire, Leicester City, Nottinghamshire, Nottingham city and Northants, totalling 27 MYPs working to promote young people’s interests. At this level all local authorities are involved. Each local authority provides youth worker support to their young people for reasons of general support and for safeguarding reasons. Review of East Midlands International Trade
Is there more that can be done to assist East Midlands businesses take advantage of the weaker pound to increase exports in their fight against the impact of recession? The East Midlands Regional Assembly (EMRA) has begun a review of East Midlands Regional Development Agency’s (emda) role in supporting East Midland’s Regional Trade.
The East Midlands already has a strong record in exporting, being one of only two regions in England to run a trade surplus balance in the three months to September, but the Assembly wants to know whether emda can do more to build on this success. More specifically the review will profile the impact of the recession on international trade; look at the effectiveness of the emda funded programmes like the East Midlands India and China bureaux as well as Regional Languages Services; and look at how well emda’s work fits in with the nationally funded activities of UK Trade and Investment (UKTI).
Dr Angela Rushton, Chair of the Regional Scrutiny Board, will lead the review and report the findings in December 2009 emda will respond to the review in February.
The consultants appointed to gather evidence for the review will be speaking to businesses and other key partners from around the region. Young People Getting Involved In Planning
Planning Aid is helping the region’s young people to influence the future of their villages, towns and cites by telling planners what they think the East Midlands should look like in 2031.
Planning Aid - which offers free town and country planning advice to individuals and community groups that can’t afford to pay professional fees - has encouraged youngsters to get involved with the regional planning process through their attendance at a series of regional Get Involved training days organized by the UK Youth Parliament in the East Midlands.
These Get Involved events, held during the summer, were designed to help youngsters understand the system and to provide enough knowledge to enable them to enter a region-wide competition to design their model town in 2031, with the first prize being a weekend away at an adventure PGL centre.
The East Midlands Regional Assembly is reviewing some sections of the Regional Plan, which is the document which sets out the region’s planning policies and has key sections on housing, transport and climate change, setting out a strategy which will last until 2031.
It commissioned Planning Aid to run a series of activities for interest groups, including young people that are typically hard to reach.
Councillor David Parsons, Chair of The East Midlands Regional Assembly, said : “I have attended UK Youth Parliament meetings on a number of occasions and I am very pleased to see the members’ enthusiasm and desire to get acquainted with the democratic process.
“The Assembly deals with a wide range of planning issues and it is vital that young people are engaged in this way as what we are talking about now, in respect to planning, will have a profound effect on their future.
“Planning Aid and the UK Youth Parliament in the East Midlands are to be congratulated for their work in this project and I am looking forward to going to the meeting in Coalville on the 24th of October .”
Peter Orban, acting East Midlands Planning Aid Service (EMPAS) Regional Manager said: “The Plan will be shaping the future of the region so it’s essential that young people have had an opportunity to have their say.”
“The competition was designed as an innovative and creative way for young people to comment on policies and ideas on how their ideal town, village or city will look in the year 2031.”
“We are pleased to see a number of high quality competition entries from groups around the region and the results from their endeavours will be announced at the Regional Youth Parliament’s meeting on the morning of October 24, at the Greenhill Youth Centre, Coalville, Leicestershire, LE67 4HZ.”
The award for the best design will be presented by Ben and Tom Birchall, the 2009 FIM Sidecar World Champions. Mansfield brothers Ben and Tom Birchall won the Championship after finishing in second place to outgoing champion Pekka Paivarinta and passenger Adolf Hanni after the final round at the world famous Le Mans racetrack on September 6th. Ben’s younger sibling Tom rewrote the history books by becoming the youngest ever passenger at 22 years and 257 days to win a World Sidecar championship making it a double celebration for the Mitchells of Mansfield sponsored team.
Last year 31,264 people received professional planning advice and training from Planning Aid across England. It also held more than 500 community planning events across the country.

Job support review nears completion
A review of how the East Midlands tackles long term unemployment and job losses is nearing completion.
The Regional Assembly (EMRA) launched a review in May, into how the East Midlands Development Agency (emda) works with leading partners such as Job Centre Plus, to tackle worklessness.
A panel, chaired by Cllr Robin Brown from Northamptonshire County Council, has considered evidence gathered over four months and will present its report to the Regional Assembly on the 6th November. The panel includes representatives of Universities, Trades Unions, the Voluntary Sector, Councils and Business.
Cllr Brown said: “Getting the East Midlands back to work is a major challenge. This review will recommend action to save jobs, support the newly unemployed and tackle sustained worklessness.”

Green event in Leicester offering free bike repairs
Eco-conscious delegates arriving in Leicester for a regional event ‘Greening the Economy’ on the 8th October are being encouraged to travel there in an environmentally friendly way with the offer
of free bike maintenance.
The event will take place at the Walkers Stadium in Leicester, where Bikes4All, the UK’s largest bike recycling community enterprise, based in Leicester, will be on hand to provide FREE bike maintenance and repairs. Those arriving by bike will also receive a free drink to refresh them for the event ahead.
Other activities taking place on the day include an awards ceremony for eco-schools in Leicester that have been working with Groundwork Leicester & Leicestershire to reduce their impact on the planet, a local producers market and an exhibition bringing together environmentally focussed organisations from around the region.
East Midlands EXPO is organised by the East Midlands Regional Assembly (EMRA) and partners is an annual free event focusing on sustainability. It provides an opportunity to see how we can achieve our vision of a vibrant economy that values all our people and protects and enhances our environment locally and globally.

Eco-School Award Ceremony at EXPO
Three schools in Leicestershire who are committed to ‘going green’ will receive their Eco-School Awards at this years EXPO event.
Eco-Schools is an international award that guides schools on their sustainable journey, providing a framework to help embed these principles into the heart of the school. It supports the governments’ aim to make every school sustainable by 2020.
Keep Britain Tidy administer the programme in England and have over 12,000 registered schools, making it the highest in the programme so far.
Groundwork Leicester & Leicestershire, one of 41 Trusts across the UK, supports Leicestershire schools to become more sustainable, assisting many of them to achieve the Eco-Schools status.
Some examples of activities that the schools being awarded have undertaken to receive their awards include food growing; tree planting; recycling of paper, mobile phones and cartridges; litter picking in the local community and the installation of a wind turbine.
The Lord Mayor of Leicester, Councillor Roger Blackmore, will be presenting William Bradford Community College their Bronze award, Highcliffe Primary School with their first Green Flag award and Market Harborough Church of England Primary School with their third Green Flag award.

“Flourishing Together”: The latest workshop confirmed at the East Midlands EXPO – Greening the Economy
In the past economic growth has been seen as vital for our country to thrive. We are now realising that a sustainable economy relies on vibrant communities and a respect for the environment.
Now a workshop, being held at The East Midlands EXPO – Greening the Economy, is making a contribution to this debate from the East Midlands. Hosted by the East Midlands Environment Link, Churches Forum, One East Midlands, Social Enterprise East Midlands and Regen East Midlands, this is an opportunity to explore practical avenues towards a more sustainable economy; searching out the essential ingredients of a thriving sustainable region, a community of
interdependent communities enjoying life.
'Bettina Lange, East Midlands Environment Link, said "This workshop is about what prosperity really means. This is the biggest challenge for our region : how to achieve an economy which is fairer and better for the environment. Come along and join the conversation about how to get there."
Derek Markie, Director of the East Midlands Churches Forum summarised the position of Christians, held in common with those of many faiths, and referred to recent addresses by the Archbishops of Canterbury and York.
The financial crisis was a lesson that economics is too important to be left to economists. We were all hypnotised by experts who had lost the connection between wealth creation “on a
screen” and human wellbeing.
The Archbishop of York Writing in The Times Wednesday 24 December 2008 said: “When the day of reckoning came - and there is always a day of reckoning - the winds of truth blew away the
countless houses of cards. Greed, risk-taking, the trading of false rumours and the speculation of the money markets has pulled down banks and businesses overnight. The removal of morals from markets has led us to this present position.”
And the Archbishop of Canterbury speaking on the BBC’s Today Programme Tuesday 31 March 2009 ahead of the G20 summit said, “I’m certainly not saying that this is just a wake-up call and we ought to be glad for the bracing message, people really are suffering and that's a major problem. But if we can at least take the opportunity of saying 'How did we get here? Is this a sensible way to run an economy – is this a sensible way to run a human race? That's the
fundamental question, and that's why I'd also say with the other faith leaders who signed the letter to the G20 leaders, that we can't lose sight of the connection with the environmental issue as well. If, as someone said, the economy is a wholly-owned subsidiary of the environment, then again there's no way of isolating the problem.”

Regional Minister welcomes EXPO
Minister for the East Midlands Phil Hope said: “With only two months to go before crucial climate change negotiations in Copenhagen ‘Greening the Economy’ is rightly a priority for the East Midlands. We need to play our part in reducing global emissions and move towards a low carbon economy, starting now.
"The 2008 Climate Change Act made us the first country in the world to set legally binding carbon budgets, aiming to cut UK emissions by 34% by 2020.

Green local produce on show
Eco-friendly local produce, from dog biscuits to soaps, will be on display at an environmental showcase event next month (October).

There will also be a demonstration about English wines. With the climate warming, wine making could become a new market for farmers in the East Midlands.

Innovative Movement to Challenge the Rising Tide of Obesity in the East Midlands
An ambitious new regional movement will be launched Wednesday 23rd September in the East Midlands.
East Midlands is set to become the first region in Europe to declare “war” on the rising tide in obesity.
“The East Midlands Declaration – Change4Life” will be signed by 3 VIPs on Wednesday (23rd September) at a regional event to showcase public health work.
Robert Madelin – European Commissions Director General for Health and Consumers, Councillor David Parsons – Chairman of the East Midlands Regional Assembly, and Dr David Walker – Regional Director of Public Health for the East Midlands, will all sign the declaration at Leicester’s Peepul’s Centre.
Experts say that without any intervention 90% of today’s children could be overweight or obese and at risk from serious diseases by 2050. “The East Midlands Declaration” is looking to galvanise support from everyone in the region from grass roots organisations to employers and charities. Change4Life is a society-wide movement that aims toprevent people from becoming overweight by encouraging them to eat better and move more.
By pledging their support and contributing to this initiative it is hoped that a network - known as a “Platform” in the EU - will be generated, which will play a dramatic role in reversing this trend in levels of obesity and overweight in the region.
Dr David Walker, Regional Director of Public Health for the East Midlands said about theplatform:
"The East Midlands Declaration – Change4Life”, is an exciting strategic development for the East Midlands region. The Platform will be driven by the Government Office of the East Midlands and the regional Public Health team.
“By recruiting businesses, organisations and key healthcare professionals we aim to encourage them to play an active role on the Platform that goes above and beyond their existing operational commitments towards the reduction in levels of obesity in the region.
“We hope to build a consistent, positive direction for the future health of our region’s population, and to bring down levels of obesity, which we know, can lead to heart disease, type two diabetes and cancer. If current trends continue as forecast by 2050* only one in ten of the adult population will be a healthy weight, which will result in higher death rates, poorer health and increased pressure on our health and social services.”
Being active and eating well does not have to be expensive and it doesn’t have to be difficult. By engaging the wider community, the Platform will aim to support families in helping to change lifestyles for the better.”

Training schemes showcased by EXPO
Training for businesses, students and staff to go green will be highlighted at a regional showcase next month (October).

Boost for the green economy
Green gurus from business, universities and public bodies from across the East Midlands are flocking to a showcase event in Leicester next month (October).
EXPO, the Regional Assembly’s event at Leicester’s Walkers stadium on October 8, will highlight opportunities in the East Midland’s green economy, which is one of the fastest growing in the country.

ECO driving - making journeys greener
The Government has committed to big savings of carbon and the way we travel about will be a big area for us to make cuts. We all need our cars but the Energy Savings Trust (EST) estimate we could all save 10% of our fuel costs if we drove in a more fuel efficient way. In these economically difficult times 10% is a big saving!
The East Midlands EXPO 2009 – Greening the Economy at Leicester City’s Walkers Stadium on October 8th is hosting one of the Energy Saving Trust’s driving simulators! Why not come along and test your driving skills and see how much you could save. “Just driving a bit more smoothly makes a massive difference and actually is a lot less stressful if you have to drive significant distances” said Simon Wright, the Head of EST East Midlands
There are lots of other solutions to better ways to travel, new fuels, new technologies. And these will also be showcased at the East Midlands EXPO. There are exhibitions of lots of different transport solutions, including bikes, car sharing and travel planning.
The East Midlands could also soon be hosting production of a new hybrid vehicle at Toyota’s Derby plant. Grantham College and South Notts and Castle college are preparing for this by introducing new courses in maintenance of hybrids and electric vehicles.

Panel meet for regional jobs review
A review of regional action to get East Midlands people back into work is taking its next step.
The Regional Assembly (EMRA) launched a review in May, into how the East Midlands Development Agency (emda) works with leading partners such as Job Centre Plus, to tackle long-term unemployment and job losses caused by the recession.
An expert panel, including representatives of the voluntary sector, unions, universities, councils and employment agencies, discussed the issue with emda on 24th July, to devise key recommendations.

Seven point plan to inspire innovation
A seven-point plan to help East Midlands businesses innovate and prosper has been launched.
The Regional Assembly (EMRA) has published “Inspiring Innovation”, following a scrutiny review of the East Midlands Development Agency’s Innovation Strategy.
Dr Angela Rushton, who chaired the review, said: “Businesses are the driving force of the region’s economy. I hope that our report will improve the support offered to help them to innovate and to devise new ideas, products, processes and systems.
“This will help them through the current downturn and enable them to prosper when the economy recovers.”
The report makes seven recommendations on how to improve the strategy:
The Regional Innovation Strategy has been developed by the East Midlands Development Agency and East Midlands Innovation and is the first of its kind in the East Midlands. Innovation is extremely important during the current economic difficulties as it can help businesses to survive and thrive despite the economic uncertainty.

Assembly backs greener buses
A drive to make buses greener is being backed by the Regional Assembly.
The Department of Transport has launched a £30 million fund to encourage the purchase of low carbon buses.
The East Midlands Regional Assembly (EMRA) today welcomed the move. Councillor Jim Harker, chairman of EMRA’s housing, planning and transport joint board, said: “If more people use buses instead of cars, that should reduce congestion – and if those buses are greener, that will cut pollution too.”
Low carbon buses use at least 30 per cent less fuel and emit nearly a third less carbon than an equivalent conventional bus.
At present, low carbon buses make up just 0.2 per cent of buses on the road today .The Government’s fund is intended to put low carbon buses within the reach of as many operators and local authorities as possible throughout England.

Our children: where will they live?
The Regional Assembly today launched a major consultation looking at the kind of region we want our children to grow up in.
The consultation is part of a Review of the East Midlands Regional Plan. The Regional Plan provides the strategy within which local authorities’ planning documents and local transport plans are prepared and major investment decisions taken. It identifies the scale and distribution of new housing provision, and priorities for the environment, transport, infrastructure, economic development, agriculture, energy, minerals and waste treatment and disposal.
The review will look forward to the year 2031 and will focus on the relationship between housing, transport and climate change.
Councillor Jim Harker, Chair of the Assembly’s Joint Housing, Planning & Transport Joint Board said: “2031 seems like a long way away, but every child in primary school now will be looking for somewhere to live by then.
“Although there is a lot of economic uncertainty in the short term, I hope that people and organisations will use this consultation to tell us of their vision for the future. We are also keen to consider any new evidence that may shed light on the latest round of national population and household projections.”

A series of public seminars and workshops will be held around the East Midlands over the summer: 11 by the Regional Assembly and 11 by East Midlands Planning Aid, an independent charity and part of the Royal Town Planning Institute (RTPI). East Midlands Planning Aid will also be running a competition open to all young people (between the ages of 11 and 19) to create a model of what they would like their home town, city or village to look like in 2031. After considering all the comments, the Assembly will submit a revised version of the Regional Plan to the Secretary of State for a further round of public consultation in March 2010. An independent ‘Examination in Public’ will follow later in 2010.

Report highlights action on key issues
Surviving the recession and other major issues facing the region are highlighted in a new report.
Support for businesses during the recession, the future of the energy market and the state of rural communities were among the issues investigated by the East Midlands Regional Assembly's scrutiny team.

Region exceeds target for new affordable homes
The East Midlands has exceeded its 2008/9 Regional Investment Plan target for the delivery of 2,345 new affordable homes by 46%, providing 1,092 over above the original forecast. East Midlands Regional Assembly (EMRA’s) Regional Housing Group received a report from the Homes and Communities Agency(HCA) setting out their achievements for the year at its June meeting.
Bob Walder, Chair of the Regional Housing Group said: "This is an outstanding achievement during what has been a very difficult year. It is testimony to the hard work of both the HCA and delivery partners across the region. It represents a significant contribution to local employment in the housing industry at a crucial time for jobs, creating much needed homes when the rest of the industry is putting developments on hold."
Of the 3,437 homes completed, 2,164 are rented properties and 1,291 are for Low Cost Home Ownership (LCHO). The properties are spread across the region and include 298 homes in rural areas, and 644 larger family homes. A further 2,231 rental and 726 LCHO homes were started on site during the year.
Margaret Allen, HCA Regional Director said “This is a tremendous result in terms of delivery. We are very grateful to all our partners, RSLs, local authorities and house builders, in particular, for the part they have played in achieving this. Our ability to act flexibly and tailor make solutions to particular needs has allowed us to unlock the full potential of our budget, benefiting both the industry and communities. There is more work to kick start housing developments generally and this will be a key focus in the year ahead, but these results give us confidence in the region’s ability to deliver and its appetite to do even more.”

Go green and boost your business
A major event is being staged to show how East Midlands businesses can go green and boost the economy.
EXPO is the annual green showcase run by the East Midlands Regional Assembly and this year’s event will take place on October 8, at Leicester City FC’s Walker’s Stadium.
The region has one of the fastest growing green economies in Britain and the event will highlight the range of environmentally-friendly products and services that are already on offer.
EMRA’s chairman, Councillor David Parsons, said: “In these challenging economic times, it makes sense for companies and organisations to consider how they can make the most of the growing ‘green business’ sector.
“The region has one of the fastest growing populations in England and the challenge is to support that, while tackling climate change and reducing carbon emissions.”
Last year’s event took place at Lincoln’s EPIC Centre, an environmentally-friendly visitor, exhibition and conference centre. The event attracted more than 80 exhibitors and more than 800 visitors.

Review launched into regional action to boost jobs

New transport map makes journeys easier
A new edition of a map which helps people cross the East Midlands by public transport has been launched.
The East Midlands Regional Assembly (EMRA) has charted the region’s key rail and bus links, to encourage drivers to consider leaving their cars at home.
Last year, EMRA produced the first region-wide map of bus and train services. An updated version has now been produced, including latest developments, such as the new East Midlands Parkway and Corby stations.
The map shows links between key towns and cities in the six counties, plus local airports.
An EMRA spokesman said: “This map proves that public transport can be a real alternative for people making longer journeys across our region.”
The map is available from tourist information centres, bus and rail stations and other public transport information points.
EMRA has produced the map with support from the region’s county and unitary councils and other partners.

In-depth report on region’s life
An in-depth report into life in the East Midlands has been produced by the Regional Assembly.
EMRA’s State of the Region report shows how the area is performing across a series of categories, including health, crime, culture and the environment.
A spokesman for EMRA said: “This report is a major piece of work, which gives an interesting snapshot of life in the region.
“It shows that the region is doing well in many categories, like recycling waste and reducing the fear of crime, but there are still some challenges and reports like this will help the Government and local agencies to identify and tackle them.”

Youth Parliament to hold Safe Space Event
The United Kingdom Youth Parliament (UKYP), supported in the East Midlands by the East Midlands Regional Assembly (EMRA) is holding a free Safe Space Event at the Spot Conference Centre, 37, Sacheverel St Derby DE1 2JR beginning at 10.30 on 21st March until 4pm.
The conference is one of 9 across England in which young people are being given the chance to air their views on the theme of 'terrorism and violent extremism, unity and identity via workshop based discussions.
Cllr David Parsons, Chair of EMRA said "I was privileged to address the Youth Parliament at their Assembly in Leicester some time ago and was impressed with their energy and enthusiasm. We have also had UKYP address the Full Regional Assembly where our members
were impressed with their knowledge of the democratic process.
"Safe Space covers a wide range of important issues and I wish it well and would urge as many people to attend as possible,"
Safe Space will be opened by Mr. Sam Ellis, Chairperson of the Board of UKYP. Also planned are performances based on the topic by young people using rap, drumming and other theatre/dance related skills.
Youth workers are also being given the opportunity to identify resources and training which would help them to talk to young people on the subject. It is funded by the Assoc. of Chief Police Officers (ACPO) and Government Office East Midlands (GOEM), and supported by the DCSF (Dept for Children, Schools and Families).
Finally there is a prize (worth £1,000) donated by PGL holidays for children and young people to be awarded during the event.

Assembly welcomes Regional Plan publication
The announcement today that Communities Secretary Hazel Blears has adopted the East Midlands Regional Plan was welcomed today by the Regional Assembly.
The Regional Plan is the Regional Spatial Strategy for the East Midlands. It sets out a broad, long term development strategy of the region. It identifies the scale and distribution of new housing and priorities for the environment, transport, infrastructure, economic development, agriculture, energy, minerals and waste treatment and disposal.
Cllr Jim Harker, Chairman of EMRA’s Joint Housing, Planning & Transport Joint Board said today:
“We are pleased that the plan announced today by Hazel Blears reflects the same basic strategy and structure which was proposed by the Regional Assembly back in September 2006, and that the Government has not accepted some of the EiP Panel’s less helpful recommendations”

“We note the need for a further Partial Review of the Regional Plan as set out by Government. We are making good progress on developing the technical evidence base for this and propose to launch an options consultation later this year.”

New leadership group meets for first time
A new group to lead the region has met for the first time and appointed its chairman.
Council leaders from across the region have had the first “shadow” meeting of the East Midlands Local Authority Leaders' Board, which will replace the Regional Assembly by the end of March
2010.
On Friday (March 6), the board elected Councillor David Parsons as Chairman. Councillor Jon Collins was elected to be Vice-Chairman.
Councillor Parsons said: “We’ve had a very productive first meeting. I’m confident that we will be ready to give a voice to the region and play a key role in shaping its future, once we formally start work next year.”

Rail Investment is not a Casualty of the A46
Cllr David Parsons, Chair of the Regional Assembly today (23rd February) confirmed that, contrary to some recent press reports, no rail schemes had been dropped in favour of the recently agreed A46 improvement.
“Through the Regional Funding Allocation process we considered a number of rail based schemes:
Because this scheme had clear regional benefits and could be delivered, we decided to fund it from the regional pot instead. However, it is the exception not the rule - the primary responsibility for rail funding remains with Central Government, not the Region.
The big opportunity for rail in the East Midlands is the electrification of the Midland Main Line. Government has recently made some very positive statements about this and a further announcement is expected later in the year. As Chair of the Regional Assembly, I will be doing everything I can to ensure Ministers back this scheme, which would transform rail travel across the East Midlands.
The A46 is a vital improvement for the people of Nottinghamshire and the Region as a whole. I am immensely proud of the role the Regional Assembly has played in delivering this scheme where so many have failed over the past 50 years.”

The Regional Assembly agreed on the 6 February 2009 to accept the Government’s offer of an extra £174 million to complete the A46 Newark to Widmerpool improvement, matching this some sum with resources from the Region’s transport allocation. As a result, the scheme will now be completed in 2011 much earlier than originally planned, and at much lower cost to the Region’s budget than previously agreed.
Two passenger train stations in the Region have been opened in the past 2 weeks – East Midlands Parkway adjacent to the East Midlands Airport and Corby in Northamptonshire.

Concerns expressed over train deal
The Regional Assembly has expressed concern after the Government decided to award a £7.5 billion train contract to a Japanese manufacturer.
Agility trains – a consortium including Hitachi, Laing and Barclays – will manufacture the new Super Express trains, after a consortium including Bombardier of Derby lost out.
EMRA’s chairman, Councillor David Parsons, said: “I am concerned what impact this decision will have on the future of our highly skilled and efficient train making industry, based at Bombardier in Derby.
“Although Agility has said that Ashby de la Zouch in Leicestershire is one of three possible locations for its manufacturing plant, I understand that it will only assemble trains from Japanese-built sections.
“If the contract had gone to Bombardier, it could have protected many more skilled jobs, as the bulk of the work would be done in Derby.
“I will request a meeting with Transport Secretary Geoff Hoon, to discuss the situation and see if there is any way of protecting our region’s highly skilled train making industry.”

The Regional Assembly has welcomed the reintroduction of a Corby rail service on Monday – and has called for the service to be expanded.
From Monday, February 23, East Midlands Trains will run one return trip from Corby, each day.
Councillor Jim Harker, chairman of EMRA’s housing, planning and transport joint board, said: “I’m delighted that, after years of lobbying, Corby is back on the national rail map.
“The service starts with one return trip per day. We urge the Department for Transport and East Midlands Trains to secure the trains required to allow the full hourly service to be introduced as soon as possible.
“This service will strongly support the regeneration of Corby, with fast journeys to Kettering and London.”

Innovation review ready to report
A review of how East Midlands businesses are being encouraged to innovate and prosper will be finalised next month (March).
The East Midlands Regional Assembly’s scrutiny team has been reviewing how well the East Midlands Development Agency, emda, is supporting innovation.
A panel, led by Dr Angela Rushton from the Federation of Small Businesses, is considering evidence gathered over the last four months, before EMRA’s scrutiny board finalises the report on March 25.
Dr Rushton said: “Businesses are the driving force of the region’s economy and it’s vital that they are encouraged to innovate, to devise new ideas, products, processes and systems.
“This will help them through the current downturn and enable them to prosper when the economy recovers.”

New group to lead region announced
A new group to lead the region has been announced at the East Midlands Regional Assembly.
Council leaders from across the region are to serve on an East Midlands Local Authority Leaders' Board next year. The Leaders’ Board will replace the Assembly by the end of March 2010.

Major boost for housing, transport and economy
A multi-billion pound package of measures to boost the East Midlands' economy over the next 10 years is being presented to the Government by the Regional Assembly and emda.
Transport improvements worth £1.2 billion, plus packages of investment in affordable housing, regeneration, economic development and skills, have been proposed by the East Midlands Regional Assembly and emda.
Under the Government's Regional Funding Allocation process, EMRA and emda advise ministers on the Region's funding priorities.
Today (Friday), the Regional Assembly approved a package of proposals that have already been backed by emda's Board. They include:
Regional Assembly Chairman, Councillor David Parsons, said: "We've worked closely with emda and regional partners to come up with a package of measures to support transport, housing, skills and the economy.
"Schemes like the A46 improvement, which will be completed by 2011 thanks to an extra £174 million from the Government, will help the region to fight back against the economic downturn."
Dr Bryan Jackson, emda’s chairman, said: “Alongside EMRA, we have worked closely with regional partners to ensure that our long-term public investment strategies will address the wider issues facing our diverse region.
“Whilst we recognise that the current climate is challenging, it is important to prioritise schemes and ensure sustainable economic growth, so the region can respond from an improved competitive position when the upturn comes.”
The advice agreed today will now be sent to the Regional Minister, Phil Hope MP. The Government will formally respond later in the year.

Assembly welcomes housing plan
The Regional Assembly has “cautiously welcomed” Government proposals to allow councils greater freedom to build more homes.
Under the proposals announced by Housing Minister Margaret Beckett, councils would be able to keep all the rental income from any homes they build and keep the receipts from any of those homes which are later sold through Right to Buy.
The extra money could free councils to invest in the building of more council houses, helping to deliver more homes for families in need.
Councillor Jim Harker, chairman of EMRA’s housing, planning and transport joint board, said: “There are more than 130,000 people on housing waiting lists in the East Midlands and we need more social housing, provided that it is built in the right locations.
“We cautiously welcome the Government’s proposal. Councils need the flexibility to meet this need and we hope the Government listens to the views of local authorities and partners about how to come up with innovative solutions.”

Assembly’s six point plan to boost business support
A six-point plan to boost business support has been proposed by the Regional Assembly.
It comes from EMRA’s scrutiny review of business support, which is provided by emda and East Midlands Business Ltd through the Business Link brand.
Martin Traynor OBE, chair of the Regional Scrutiny Board, said: “The region’s current business support service is good, but at a time of great financial uncertainty, when many businesses are under pressure, it is critical that the region provides the best possible business support.”
The Assembly appointed a panel of experts, chaired by Councillor Roger Begy OBE, to look at business support. They took into account the views of businesses from around the region and found that emda’s management of business support services was good, with high levels of customer satisfaction - but there are still challenges to overcome.
EMRA recommends that the region should aim to deliver the best business support service in England, with a simple and cohesive offer to business, improved business awareness and more firms taking up support.

River Nene scheme wins national recognition
Work by the River Nene Regional Park to boost green spaces across the East Midlands has been highly commended in a national awards ceremony.
The River Nene Regional Park (RNRP) was highly commended for developing the East Midlands Green Infrastructure Network (EMGIN) for the Regional Assembly, which enables planners and decision makers to get involved in the development of green spaces linked to sustainable communities.
Adventurer, author and film maker Nicholas Crane presented the award at the Landscape Institute’s ceremony at the Brewery in London.
Michel Kerrou, chief executive of RNRP, said “Our work on EMGIN with the East Midlands Regional Assembly has been a unique opportunity to develop and support the delivery of green infrastructure at a regional level.”
Alison Hepworth, environment policy adviser at the Regional Assembly, said: “I’m delighted that the River Nene Regional Park’s pioneering work has been recognised in this project, which supports the assembly’s role in promoting best practice.”

EMRA Board Member appointed to Development Agency Board
Pat McFadden, Minister of State for Employment Relations and Postal Affairs, has announced two new appointments to the Board of East Midlands Development Agency (emda).

Assembly welcomes Government support for A46
The Regional Assembly (EMRA) has welcomed the Government's decision to provide £174 million to support the dualling of the A46 between Newark and Widmerpool in Nottinghamshire.
Chancellor Alistair Darling has pledged to fund half the cost of the road, following a long campaign by EMRA. If the region had to foot the entire bill, it would have taken more than 10 years to complete and cost an additional £100 million.
EMRA's chairman, Councillor David Parsons, said: "I'm very pleased that the Government has recognised that the A46 is a major national transport link. Through my membership of the Regional Economic Council, I have put the case for the A46 direct to the Chancellor.
“The region is being asked to provide the other £174 million to complete the project. We are discussing how we can use the Government’s Regional Funding allocation to support this and the other important transport schemes across the region.”
“The Government has indicated that it is prepared to be flexible, which is very welcome. Our role now is to get the job done. I look forward to seeing work start soon."

Assembly backs economic action
The Regional Assembly’s chairman has welcomed the Economic Cabinet’s latest ideas to help the East Midlands through the global economic crisis.
EMRA chairman, Councillor David Parsons, spoke out after taking part in another meeting of the Regional Economic Cabinet – a group chaired by Regional Minister Phil Hope, which is co-ordinating action to help the East Midlands through the current economic problems.
Coun Parsons said: “I’m glad that the cabinet is looking into ways of unlocking finance and enabling major infrastructure projects to go ahead.
“My priority is to free up capital spending, so that we can support major projects like the dualling of the A46 from Widmerpool to Newark, which could help to kickstart the economy.
“I would also like to see support for local authorities to progress major school improvements and rebuilds, under the Government’s Building Schools for the Future programme.
“And I believe that we should look into tax relief on empty properties, to ease the burden on struggling businesses and to ensure that they don’t have to demolish buildings which could be required in a subsequent economic upturn.”
Last week, the Local Government Chronicle named Coun Parsons as the 32nd most influential person in local government, as chair of EMRA, leader of Leicestershire County Council, chair of the Local Government Association’s improvement board and a member of the EU Committee of the Regions.

Green spaces guide launched
An environmental network is launching a guide to promote the creation of green spaces across the East Midlands.
The East Midlands Green Infrastructure Network is launching a best practice guide, when it stages its first conference at the EXPO event in Lincoln on Wednesday (November 19).
Green infrastructure means networks of green spaces, linked to river corridors, woodlands and nature areas, which support the development of sustainable communities. The idea is now enshrined in regional policy and local development frameworks.
Christopher Pennell, board member for Natural England and a keynote speaker at the event, said: “This conference reflects the value that the East Midlands places on its environment and recognises the impact that it has on the social and economic wellbeing of the nation.”
Wednesday’s conference will launch the East Midlands Green Infrastructure Guide, to promote best practice, plus the 6Cs Green Infrastructure website, part of the EMGIN website. The conference is aimed at planners and decision-makers, to showcase what has been achieved in the region.

Romanian children forge green link to East Midlands
Children from Romania and Lincolnshire are forging green links at a showcase event this week.
Ten pupils from the Sigismund Toduta School in Hunedoara County, Romania, will meet children from North Kesteven Primary, at the EXPO conference in Lincoln on Wednesday (November 19).
The Romanian pupils produced a poster which shows the effects of climate change on our world. They will visit EXPO to receive their award and meet this region’s award winning entrants, from North Kesteven.
Pupils at North Kesteven have produced a DVD about school travel and climate change. They have also won the green flag award for environmentally friendly schools.
The two schools are hoping to share their knowledge at EXPO and start an international partnership.

EXPO promotes climate friendly communities
The work of communities to tackle climate change is being highlighted at the East Midlands’ green showcase event, EXPO.
Groups from the region are playing their part in meeting the UK’s pledge to reduce greenhouse gas emissions by 80 per cent on 1990 levels, by 2050.
Examples include:
Alan Smith, regional director of green charity Groundwork East Midlands, said: “It is the actions of those within our local communities that will have the most profound effect in our fight against climate change.
“We really need to galvanise our local communities and hope that our meeting at EXPO will help us identify how to do that.”
In a recent BBC article, Lord Puttnam says we need “to build the capacity of local communities to exploit the many opportunities that come with tackling climate change”.

Assembly welcomes EU boost for farmers
The Regional Assembly has welcomed the abolition of European size standards for fruit and vegetables, claiming it could boost local farmers and producers.
At the moment, stores reject around 20 per cent of produce, because it does not meet EU marketing standards, which specify shapes and sizes for 27 types of fruit and vegetables.
Today, a European Union committee was due to back European Commission plans to relax the standards, which would enable stores to sell misshapen fruit and vegetables at cheaper prices from June next year.
EMRA’s chairman, Councillor David Parsons, said: “I welcome this very sensible step forward.
“In the current economic downturn, it makes sense, for both producers and shoppers, if perfectly edible but oddly shaped food can be sold at a discount price.”
EMRA is promoting the benefits of buying locally produced food as one way of tackling climate change. A number of local producers will be displaying their wares at EMRA’s environmental showcase event, EXPO, which takes place at Lincoln’s EPIC Centre on November 19.

Regional Assembly moves back to refurbished Offices in Melton Mowbray
Following a huge fire at the Nottingham Road Melton Borough Council’s offices in May 2008, which destroyed the majority of the building, the East Midland Regional Assembly (EMRA) and Local Government East Midlands (LGEM) have just returned to the offices they rented from Melton Borough Council before the fire.
Their part of the building was relatively undamaged but both organisations moved across the Nottingham Road to PERA and were housed in temporary office space.

I would like to thank all staff for their continued support and hard work in difficult circumstances and am sure the Assembly and Local Government East Midlands will enjoy operating from their new premises.
I would also like to congratulate the collaborative working between the County Council and the Borough Council over this very difficult time.’’

Innovation support probed by Assembly
Support for businesses to devise new ideas, products and processes is being probed by the East Midlands Regional Assembly.
EMRA’s scrutiny team is reviewing how well the East Midlands Development Agency – emda – is supporting innovation.
The review will take a robust and constructive look at the innovation networks or “i-nets” emda has set up in the transport equipment, food and drink, healthcare and bioscience and sustainable construction sectors.
A panel of experts, chaired by Dr Angela Rushton, a member of the Federation of Small Businesses, will examine all the evidence, before discussing key issues with emda and making recommendations to support improvements.

Go green, eat local!
Shoppers are being urged to buy local food, to support the economy and the environment.
The East Midlands Regional Assembly is highlighting the benefits of locally produced and seasonal food at EXPO, its annual green showcase event, at Lincoln’s EPIC centre on November 19.
Local burgers and sausages, English wines, local cheeses and soups and Lincolnshire plum bread are among the delicacies that will be available on the day.
David Webb, from the North Kesteven Local Strategic Partnership, said: “By eating locally, growing food locally and wasting less, we can make a big difference, not just to climate change but to a range of other issues.”
EMRA’s vice-chair, Pat Zadora, said: “The Assembly is 100 per cent behind local food producers – it makes a big difference to have them in the region, providing jobs and reducing the emissions created by having to transport food long distances.”

Go green and share your car
Visitors to a green showcase event are being urged to share their cars.
EMRA is working with Liftshare to encourage green travel to EXPO, at Lincoln’s EPIC centre on November 19.
Councillor Neil Clarke, vice-chairman of the Regional Housing Planning & Transport group, said: “We recognise that getting to some places by public transport is not easy, but car-sharing offers a greener and more fuel efficient way of travelling to EXPO than every visitor using their own car.”
A shuttle-bus service will also be available to take rail passengers from the station to EXPO.

Key Euro politician praises regional partnership
A key European politician has praised regional bodies for working together to boost the East Midlands.
Luc Van den Brande, President of the European Union’s Committee of the Regions, spoke out after meeting EMRA chairman David Parsons members of the East Midlands Regional Assembly, representatives from the Government Office for the East Midlands (GOEM), the East Midlands Development Agency (emda) , local authorities from across the region and other key organisations.
Luc Van den Brande said: “I’m delighted that my first visit to England has been to the East Midlands. What I have seen is an ability to work in partnership, which is my own approach as far as European matters are concerned.
“The current financial crisis has to be faced in partnership with local, national and European levels. This is why I was really pleased to learn from the Regional Minister, Phil Hope, that Coun Parsons has been nominated to be a member of the regional economic cabinet.”
EMRA chairman Coun Parsons said: “It was significant that the first UK region he has visited was the East Midlands.
“We have got a history of partnership with the EU and we are anxious to get as much EU money as we can for public projects, particularly in the economic downturn.”

Assembly moves offices
The Regional Assembly is moving back to its original base next week.
EMRA has been operating from PERA, Melton, since its original offices at the MeltonBorough Council’s HQ were affected by a fire.
Although much of the council offices had to be demolished, the section occupied by EMRA has now been refurbished and will be fully operational from around Wednesday, October 29 onwards.
Head of EMRA, Stuart Young, said: “I’d like to thank Melton Borough Council for working so hard to get our offices open again and to thank PERA for giving us a home over the last five months.
“I’d also like to thank our staff for continuing to work as normal, despite all the upheaval. We are confident that it will be business as usual from early next week.”
EMRA is involved in a series of major schemes at the moment, including a review of the Regional Spatial Strategy and preparations for a green showcase event, EXPO.

The overall purpose of the Regional Economic Cabinet is to assess current activity in the East Midlands, identify the barriers to joined-up working and challenge existing organisations and programmes in their response to the changing economic situation.
Councillor Parsons said of the Regional Economic Cabinet : "There is an immediate need for the Regional Economic Cabinet to look at support for small and medium enterprises.
"Key to this is cash flow in the current economic situation and I shall be speaking about this at the Regional Economic Cabinet meeting this afternoon (17th October)."

Have your say on major regional plans
People are being urged to have their say on proposals to review policies on housing provision, improving transport and combating climate change in the East Midlands.
The East Midlands Regional Assembly today (October 17th ) launched a public consultation on proposals for a further review the Regional Plan – the long-term development strategy for the Region. This follows the end today (October 17th) of Government’s consultation on final changes to the current version of the Regional Plan, which we published earlier this year.
The Government has asked the assembly to conduct a Partial Review of the existing Regional Plan, up to the year 2031, on a limited set of issues covering housing, transport and climate change.
Councillor Jim Harker, Chair of EMRA’s housing, planning and transport board, said:
“In the current economic climate, it seems strange to be thinking about more housing. However, the regional plan is a long-term document and the Office of National Statistics estimates that the East Midlands will have the fastest growing population in England over the next 20 years. We need to be ready for economic recovery when it comes and to deal with the challenges posed by climate change.”
The Minister for the East Midland, Phil Hope MP said:
“The East Midlands Regional Plan is extremely important for everyone living in the region. I therefore welcome and value the partial review of the East Midlands Regional Plan that has been launched today. The review will be challenging and will need to look at many crucial issues including affordable housing and transport. I commend stakeholders to support this exercise and fully play their part in ensuring that the review is robust and comes up with the best possible solutions to the issues being dealt with”

Details of how to respond are contained on the web-site. Also available are a number of supporting documents covering transport, housing and coastal flooding issues, the latest Regional Plan Annual Monitoring Report and the results of public survey work undertaken on behalf of the Regional Assembly by Ipsos MORI.
This is the first of four public consultations of between 8 and 12 weeks each that will take place during the course of the partial review.

Key Euro politician in first visit to the East Midlands
A key European politician is to meet regional assembly bosses on a fact-finding mission to the East Midlands.
Luc Van den Brande, president of the European Union’s Committee of the Regions, will meet EMRA chairman David Parsons and key organisations, during a two-day visit this month (October 20 & 21). This is his first vist to England since becoming the President.
Cllr David Parsons, Chair of the East Midlands Regional Assembly and a member of the Committee of the Regions said: “I’m delighted to welcome Luc to the region, to talk about how the European Union can support all our efforts in making the East Midlands a prosperous, attractive place to live.
“The region is eligible for more than £400 million of European funding over the next five years and that could make a real difference.”
The Committee was set up in 1994 to give a voice to regional and local representatives. The European Commission and Council of Ministers must consult the Committee whenever it proposes any changes that affect local or regional government.
Mr Van den Brande will meet David Parsons, head of EMRA Stuart Young and Regional Minister Phil Hope in London, before meeting other regional figures from Emda and the Government Office, at County Hall, Leicestershire. He will finish his tour with a trip to the Sherwood Energy Village in Nottinghamshire.

Regions should help tackle banking crisis
The East Midlands should play a part in a reshaping the banking system following the current global crisis, the Regional Assembly’s chairman has told Europe.
Councillor David Parsons told the European Union Committee of the Region’s emergency debate on the current economic problems: “As locally elected politicians, we represent our communities in the Committee of the Regions and we therefore have a responsibility to fight for the interests of our citizens and communities, improve and strengthen the regional and local economy, promote employment opportunities and support the development of a sound and robust financial system in our regions and cities that promotes sustainable economic development.
“We need to lay the foundations, at both the European and national level, for a more stable and effective financial system that once again returns trust and confidence to both European citizens and the global financial market alike.”
Coun Parsons said he would raise these issues when Committee of the Regions president Luc Van den Brande visits the region on October 20 and 21.

Assembly welcomes pork pie ruling
Europe’s decision to give Melton Mowbray pork pies special status has been welcomed by the East Midlands Regional Assembly.
The local delicacy has been granted “protected geographical status” by the European Union – which means that only pies made in the Melton Mowbray area, using uncured pork, can use the Melton name. EMRA believes this could boost sales and support tourism.
Assembly chairman, Councillor David Parsons, said: “I’m delighted that these delicious pies have been recognised for their special qualities and can no longer be made outside our region. Melton Mowbray pork pies now have the same protection as Champagne and Parma ham and that will help put Melton and the East Midlands on the map.”

Assembly backs greener driving call
Transport chiefs have backed a Government campaign to encourage greener driving techniques.
The East Midlands Regional Assembly has welcomed changes to the driving test, plus a £3 million promotion scheme, to advise people how to drive in a more fuel efficient way and choose greener vehicles.
Councillor Jim Harker, chairman of EMRA’s planning and transport board, said: “Every motorist can play their part in cutting emissions, by keeping their tyres properly inflated, changing gear earlier and removing unnecessary loads from the boot.
“Although many of us need to use our cars, perhaps the greenest decision we can make is to choose to walk, cycle or use public transport for shorter journeys.
“Initiatives like EMRA’s public transport map and a series of green transport schemes across the region show that it can be easy and effective to make these simple changes to our lives.”

New energy advice centre helps cut costs
A new centre to help people cut their fuel bills has been welcomed by the East Midlands Regional Assembly.
The Regional Energy Saving Trust Advice Centre, run by Hestia, will offer advice on home energy efficiency, small-scale renewable energy schemes, waste, water saving and greener transport options.
EMRA member and regional Climate Change Champion, Councillor David Sprason, said: “This is great news, as it will help people to save money on energy bills, at a time of rising fuel prices.”
Lynne Ellis, manager of the Nottingham-based centre, said: “We hope to see significant reduction in carbon emissions across the domestic sector and will be working hard with partners to get the message out to all the communities across the region.”

Assembly welcomes consultation on changes to Draft Regional Plan
The East Midlands Regional Assembly (EMRA) today welcomed the start of a 12 week consultation period on the Government’s proposed changes to the Assembly's Draft Regional Plan.
The Draft Plan (or 'Regional Spatial Strategy') was originally published by EMRA in September 2006. It identifies the scale and distribution of provision for new housing and priorities for the environment, transport, infrastructure, economic development, agriculture, energy, minerals, waste treatment and disposal. It also provides the longer term planning framework for the Regional Economic Strategy (RES), published by the East Midlands Development Agency (emda).

Minister backs Assembly’s skills pledge
The Minister for the East Midlands has backed the regional assembly’s decision to sign the skills pledge, which urges employers to “train to gain”.

New housing figures not targets, says Assembly
The East Midlands Regional Assembly (EMRA) has pledged to have its say on new housing figures produced by Government advisers.
EMRA has promised "rigorous testing" after the National Housing and Planning Advice Unit (NHPAU) suggested an average figure of between 23,400 and 24,600 new homes per annum across the East Midlands up to 2026.

Draft Housing Blueprint to guide Multi-Million Pound Investment
A blueprint to guide Government investment in local housing has been unveiled by the East Midlands Regional Assembly (EMRA).
EMRA’s draft housing strategy aims to ensure there are enough suitable and affordable homes to meet a predicted rise in the number of households, from 1.7 million to 2.1 million by 2016.

Regional Climate Change Champion Appointed
The Department for Environment, Food and Rural Affairs (Defra) has been looking for nine Climate Change Champions, aged between 11 and 18, to represent their regions and England as a whole on the issue since September 2007. The initiative is part of the Government's 'Act on CO2' campaign which underlines the link between everyday human behaviour and its effect on the environment. It calls for young people to demonstrate how they can encourage others to reduce their carbon footprint.

National Lottery Awards
The East Midlands Regional Assembly would like to congratulate the regional entries in the National Lottery Awards for having made it to the final round to find the UK’s favourite Lottery-funded projects.
There are seven categories in total and, excluding national projects, there are two projects in the East Midlands; Moors for the Future (best environment project) and Get Active in the Forest (best sports project).
